Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking an Expert Project Manager on a contract basis to support Device Management & Supporting Technologies (DMST).

 

Project Description:

The current provincial print services contract for BC Health Authorities is expiring in December 2028 and an RFP for a new contract is being initiated. In collaboration with Interior Health Authority (IHA), Island Health Authority (ISLH), Fraser Health Authority (FHA), Vancouver Coastal Health Authority (VCH) and Providence Health Care (PHC), and Provincial Health Services Authority (PHSA), DMST is initiating the provincial print services RFP to identify a provincial provider. This new contract also advances the implementation of a Managed Print Strategy (MPS) and corresponding program that will consolidating devices, vendors and support under a single, enterprise-wide agreement. This approach will improve up time, streamline support, and enable better decision-making through centralized reporting and cost management. It also enhances the customer print experience while strengthening device compliance and security for sensitive information. Furthermore, the strategy supports a reduced environmental footprint and drives efficiency and productivity across the organization. To undertake this work, a provincial RFP will be completed to find a vendor with the capability to provide these services.

Key Objectives of the project include:

  • Clearly define needs and requirements
  • Incorporate feedback from stakeholders across multiple Health Organizations
  • Work with the procurement team to outline vendor qualifications
  • Establish objective evaluation criteria
  • Support vendor selection process, ensuring fairness and transparency

It is estimated that the RFP will take 9-12 months of part-time effort.

 

Anticipated services include:

Device Management & Supporting Technologies (DMST), on behalf of the provincial health organizations, is seeking a qualified expert level Project Manager (PM), with domain expertise in healthcare and print contract acquisition, to oversee the provincial RFP for a managed print vendor.  Acting as a Managed Print Services (MPS) PM, this resource will manage the project and process for managed print vendor selection aiming to optimize costs, streamline workflows, and ensure sustainability. They develop technical specifications, support negotiation of contract and service level agreements, providing a framework to manage the selected Managed Print Services Provider to reduce total cost of ownership.

They will work in collaboration with DMST and HA print teams, PHSA Procurement/Supply Chain, technology teams, various business/clinical stakeholders and Senior Leadership; as well as vendor/service providers, as required, to effectively lead / support this initiative. As this is a provincial RFP, the resource will need to incorporate feedback from multiple health organizations.

Key Responsibilities:

  • Workflow & Cost Optimization: Analyzes current print environments to identify efficiency improvement opportunities, reducing print volume and associated costs.
  • Bid Management: Supports the competitive bidding processes, including collaboration in drafting Request for Proposals (RFPs) and evaluating tenders.
  • Strategic Sourcing & Negotiation: Identifies, evaluates, and selects print suppliers based on quality, service, and cost.
  • Vendor Performance Management: Identifies opportunities for vendor performance on deliverables, maintenance, innovation, and supplies management.
  • Contract Management:  Supports the drafting, review, and appropriate service level agreements (SLAs) and leasing contracts for a managed print contract

Key deliverables: will include a detailed description of the project background and scope, objectives, specific requirements (technical and functional), desired timelines and milestones, budget expectations, selection criteria and any other supporting documentation to complete the selection of a vendor.

In addition to the requirements noted below, the successful candidate will possess the following:

  • Industry Knowledge: Understanding of print technology, enterprise managed print services, software solutions, leasing, and consumables.
  • Negotiation Skills: Proven ability to negotiate favorable terms and reduce costs.
  • Analytical Skills: Ability to analyze data for cost savings and process improvements.
  • Project Management: Ability to execute on the project management components of managed print procurement.

Must Haves
  • A minimum of seven (7) years recent, related experience in procurement, RFX, project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
    • Note: response should clearly set out related credentials (CPSM, CIPS, SCMP, PMP, ITIL, CCCM, etc.) and details regarding previous experience with similar roles, responsibilities and deliverables.
  • Comprehensive knowledge and experience with Project Management principles (i.e., PMP certification or equivalent), methodologies and change management practices/trends.
  • Superior analytical skills including the ability to; comprehend, analyze and resolve complex issues and present information in concise meaningful ways.
  • Highly developed business writing and verbal communication skills with the ability to document work appropriately, including executive briefing notes and stakeholder specific status reporting.
  • Analytical and broad-based technical knowledge/skills; with ability to think through details and tactics without losing sight of overall strategic goals.
  • Exceptional tactical and critical strategic thinking.
  • Prior experience managing IT/infrastructure and/or clinical/healthcare projects and RFPs.
  • Strong business acumen with the ability to effectively monitor and execute project plans with stringent timelines.
