The client is seeking a part time (.5 to .8 FTE) Clinical Systems Project Manager on a contract basis to support the Slocan Site Redevelopment Project.

Project Description:

The new BC Children’s Hospital centre for health complexity:

 The new BC Children's Hospital centre for health complexity will be the first of its kind in Canada. It is slated to open in 2028. Children and youth living with health complexity need a range of services and supports so they can be looked after in their own communities.  The new BC Children's Hospital centre for health complexity will fill key gaps in care for these children and their families, and support their function, quality of life, and wellbeing. The proposed services include:

• Care coordination: A care coordination team will connect families with services within the health system and across sectors and will improve collaboration and communication between those involved in the child’s care.

• Provincial consultation and training: An interprofessional team will equip families to confidently care for their child at home. This service will also train health-care providers and other professionals to support children with health complexity in the communities in which they live.

• Family wellness and supports: An interprofessional counselling team and peer support staff will provide emotional support and social connection for parents, caregivers, and siblings.

• Overnight stays: Children and families will be able to come to the centre for short, planned, non-acute stays to support complex transitions such as returning home from the hospital, adapting to new care needs, or moving from pediatric to adult services. These stays will allow children’s caregivers and community care providers to develop and practice skills, gain confidence, and receive support for a successful transition. 

Clinical Systems Projects 

As part of the overall redevelopment project, and in support of new clinical service, the Slocan site redevelopment technology team has defined a set of core systems requirements. These requirements can be summarized as follows:

• Referral, registration, scheduling, orders and clinical documentation.
• Care coordination and team-based collaboration.
• Requirements in support of the use of the International Classification of Functioning (ICF) to support goal setting and care planning.

The project team has determined that a multi-system solution is required, with the implementation of Oracle Cerner as the foundational electronic health records (EHR) system and with complementary systems supporting remaining requirements. The implementation of these complementary systems amounts to an extension of the current scope of use of these systems which are in use in other areas of the health authority, and in some cases, will involve additional procurement, design and implementation. A coordinated approach is required across these multiple systems projects to maintain clarity on the use of each system, implement each system in a way that supports the wholistic clinical program and does so in a pragmatic, sustainable way. The implementation approach for each system will vary – with some proceeding to a proof of concept and others directly to the implementation process. The final mix of systems has not yet been fully approved, but it is expected that Microsoft products such as Microsoft Dynamics 365 may play a role.

A senior Project Manager is required to provide strategic oversight to these various projects, rather than directly manage them. The ideal candidate is not a task manager, but rather a systems thinker who can understand the big picture and flexibly work with each project team to provide guidance and support in ensuring that the Slocan program’s clinical requirements are met, interactions between systems are well understood and that each project moves forward in a coordinated way. It is expected that individual teams will be established to manage the day-to-day workings of each project, so special knowledge of any of these particular systems is not a requirement. In addition, support will be available from a senior business analyst with extensive knowledge of the clinical requirements and from the program manager, technology.

The opening day for the new center is early 2028. The ideal candidate is available and interested in working on a part-time basis (.5 to .8 FTE) with some flexibility to respond to project demands.

Anticipated services include:

• Support the process of gaining final steering committee approval of the proposed clinical systems approach, including for which systems will support which aspects of the existing requirements set. This work is well underway.
• Be the primary liaison between the Slocan redevelopment project team and the various systems project teams. These system project teams include third party vendor teams and internal teams.
• Develop an integrated (high-level) project plan – working with the various sub-project teams to coordinate efforts.
• Coordinate the engagement of clinical subject matter experts across multiple systems projects.
• Lead the preparation of overall learning materials, workflows or other required implementation artifacts – especially as they relate to cross-project needs.
• Lead the issuance of internal project requests and status reports.
• Manage the overall clinical systems budget, distributed to each of the sub-projects.
• Lead and participate in Steering Committees as required.

The client is seeking a Senior Project Manager on a contract basis to support the Bridging Strategy project as part of Provincial Digital Services.

Project Description:

Provincial Digital Services (PDS) delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.

PDS is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable the BC health system more effectively digitally and virtually.  PDHIS brings together many organizational units from different parts into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.

Within PDS, there are numerous initiatives that will require assistance for longer term planning and short-term execution of deliverables, as well as providing business positioning and support for future projects.

The Bridging Strategy project will develop the plan and options to secure the necessary above-allocation funding to achieve HealthLinkBC and Provincial Attachment System deliverables for FY26/27 in the absence of a final operationally sustainable Salesforce Operating Model. The project will establish and manage the FY26/27 Spending Plan (financial planning, budget allocation confirmation, forecasting, tracking actuals, etc.) based on the approved option. The project will also lead the engagement with Ministry of Health, new Connected Services BC and the new health authority Shared Services Organization to establish and adjust to the financial and bureaucratic processes of these new organizations which  directly impact the information technology solution and applications of HealthLinkBC and Provincial Attachment system and in turn the services offered to patients and health care providers.

Anticipated services include:

The consultant will lead project management activities for the HealthLink BC and Provincial Attachment System Bridging Strategy.

Core responsibilities

• Financial planning, forecasting, tracking, and reporting for IMIT and related IMIT resources and sources for FY26/27
• Completing MoH, Connected Services BC, new HA SSO financial reporting, report back, planning and processes
• Managing the continued transition planning to sustainment/operations as Connected Services BC and new HA SSO are established
• Managing the alignment of the HLBC E‑Comm MSA with Connected Services BC financial processes
• Drafting the HLBC E-Comm / Connected Services BC multiyear strategy to align HLBC IMIT application and enterprise architecture to the role of the new Connected Services BC
• Drafting the HLBC / HA SSO multiyear strategy to align HLBC IMIT application and enterprise architecture to the role of the new HA SSO
• Managing Omni Channel activities to a sustainable state, and development and delivery of an Omni Channel operational playbook for HLBC IMIT teams
