The client is seeking a Senior Project Manager on a contract basis to support Digital Enablement – IMIT Services.

 

Project Description:

Our client is seeking a Senior Project Manager to support the Digital Business Services & Solutions team within the Digital Enablement portfolio. The Senior Project Manager will lead the end‑to‑end delivery of the Physician Billing, Scheduling, and On‑Call Modernization initiative, ensuring continuity of operations, reduction of operational risk, and successful implementation of a modern, enterprise‑wide solution.

The Project Manager will be responsible for leading procurement, contract execution, and implementation of the selected enterprise Physician Billing, Scheduling, and On‑Call platform, replacing fragmented and legacy systems that currently pose compliance, efficiency, and sustainability risks. This includes managing the transition from the existing physician billing vendor ahead of the 2026 contract expiry and overseeing the replacement of the custom on‑call application that is nearing end‑of‑life.

The Project Manager will engage and coordinate with the application vendor and internal stakeholders to oversee implementation across all solution components, including physician billing, centralized scheduling, real‑time on‑call management, mobile functionality, and system integrations. The role will provide oversight to ensure alignment with several stakeholders including the Medical Affairs team, Physicians, Hospitalists, Nurse Practitioners, Contract Management office, Integration teams, Privacy, Security etc.

This role will be accountable for governance, stakeholder coordination, integration oversight, risk and issue management, testing, user adoption, go‑live activities, and transition to sustained operations. The Project Manager will ensure the solution is successfully operationalized, supports physician engagement and workload equity, enables data‑driven decision‑making, and delivers measurable financial and operational benefits

Objective

Provide end‑to‑end Project Management services to plan, govern, deliver, and operationalize an enterprise Physician Billing, Scheduling, and On‑Call solution that ensures operational continuity, mitigates contract and system end‑of‑life risks, and modernizes physician workforce management in a secure, compliant, and scalable manner.

Scope of Services

The Project Manager (PM) will be responsible for overall project leadership and delivery, including procurement support, governance, stakeholder coordination, planning, execution, integration oversight, change management, and transition to sustained operations.

Project Governance & Planning

  • Establish and manage project governance in alignment with PMO and Digital Enablement standards
  • Develop and maintain core project artifacts including:
    • Project Charter
    • Project Management Plan
    • Detailed Work Plan and Schedule
    • RACI, SLA, KB etc
    • Risk, Issue, and Dependency Register
    • Track budget, timelines, scope, and key risks, including contract expiry and system endoflife dependencies
    • Provide regular executive and operational status reporting
    • Coordinate Steering Committee and Working Group cadence, agendas, and materials

Stakeholder & Cross‑Functional Coordination

  • Serve as the central coordination point across Medical Affairs, Digital Enablement, Contract Management Office, Biztalk Integration teams, IMIT, Finance, Privacy, Security, Clinical Operations, and the vendor.
  • Facilitate alignment between business, clinical, technical, and operational stakeholders
  • Ensure clear, consistent communication throughout procurement, implementation, and transition phases

Procurement, Contract & Vendor Oversight

  • Support procurement activities and contract execution for the enterprise Physician Billing, Scheduling, and On‑Call solution
  • Coordinate with Legal, Finance, Privacy, and Procurement to ensure contractual and operational readiness
  • Manage vendor engagement, deliverables, dependencies, and escalation pathways

Requirements, Workflow & Integration Oversight

  • Lead business, functional, technical, and workflow requirements gathering for:
    • Physician Billing (FFS, APP, blended models)
    • Centralized Scheduling
    • On‑Call Management
    • Mobile functionality
    • Oversee integration planning and execution with existing systems
    • Ensure alignment with data standards, reporting requirements, and digital architecture
    • Coordinate validation of current‑state and future‑state workflows

Billing, Scheduling & On‑Call Configuration Oversight

  • Oversee configuration of enterprise billing workflows, claim validation, and compensation models
  • Coordinate scheduling and on‑call configuration to support:
    • Centralized coverage planning
    • Real‑time updates
    • Forecasting and reporting
    • Ensure configuration supports operational, compliance, and equity requirements across clinical programs

Privacy, Security & Compliance

  • Coordinate Privacy Impact Assessment (PIA) and Security Threat & Risk Assessment (STRA) activities
  • Ensure compliance with privacy, data sharing, and security requirements
  • Track and manage remediation of privacy and security findings

Testing, UAT & Organizational Readiness

  • Lead end‑to‑end testing strategy and execution across billing, scheduling, and on‑call components
  • Manage User Acceptance Testing (UAT), defect tracking, remediation, and formal sign‑off
  • Coordinate training, communications, and change management activities to support physician and operational adoption

Go‑Live & Operational Transition

  • Plan and manage go‑live activities, including phased or integrated deployment as required
  • Oversee stabilization, monitoring, and issue escalation post‑implementation
  • Coordinate transition to sustained operations, including documentation, support models, and knowledge transfer

  • Majority of work can be done remotely, however on occasion, the Project Manager will be expected to travel to and work onsite in Surrey, BC, for certain events (e.g., critical project meetings, various Executive Steering Committee meetings, etc.)

Must Haves
  • Demonstrate proven project management experience, supported by explicit project references, particularly in the delivery of complex, enterprise‑wide healthcare technology initiatives. Strong candidates will have led cloud‑based, multi‑tenant SaaS implementations and demonstrate experience coordinating across multiple vendors, integration platforms, and internal health authority systems.
    • Experience with physician billing, scheduling, and/or on‑call systems would be considered an asset but is not mandatory. Consultants must also demonstrate experience managing complex system and data integrations, including transitions from legacy or end‑of‑life solutions, while ensuring operational continuity within tight timelines.
  • Healthcare sector experience is strongly preferred, ideally within a large public health organization, along with familiarity with physician revenue cycle processes, workforce scheduling, and clinical operations. Experience working within a health authority, including navigating governance, privacy, security, and compliance requirements, is considered a strong asset. The Project Manager must demonstrate the ability to develop and execute detailed project plans across multiple workstreams, manage risk and dependencies, and lead cross‑functional teams through implementation and operational transition.
  • Candidates should also have demonstrated experience presenting to senior leadership and executive stakeholders, clearly articulating project status, risks, and decision points, and driving alignment across diverse clinical, technical, and operational groups. Strong communication, stakeholder engagement, and change management capabilities are critical to supporting user adoption and ensuring successful delivery of the Physician Billing, Scheduling, and On‑Call Modernization initiative.
