Our Surrey area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a half-time (0.5) Senior Project Manager on a contract basis to execute a Request for Proposal (RFP) and Implementation of an electronic fetal monitoring solution.

 

Project Description:

This will be a collaborative effort between clinical and DPPE stakeholders to assess prospective vendor proposals ensuring both clinical and technical requirements are met.   Client currently uses GE Centricity Perinatal at 6 sites enabling electronic central surveillance of fetal monitor strips and providing an electronic display on clinical unit chalkboards.  CPN has been in use for over a decade and deeply embedded as part of a clinical workflow.  The successful proponent will need to provide a clear direction on how their product and/or service meets and improves upon the current implementation of fetal monitoring.   The project manager will be overseeing this as part of a two phased initiative, RFP and implementation.   For all phases, the Project Manager must provide services commonly identified within the project management role including, but not limited to:

Fetal monitoring Request for Proposal (RFP):

  • Undertake an RFP procurement cycle for the purpose of selecting a commercially available fetal monitoring solution
  • Ensure the RFP process leverages a regional approach, and takes into consideration requirements from the six existing fetal monitoring sites, and additional Labour and Delivery acute sites

Implementation, Transition and Change Management

  • Implementing a clinically approved and validated system for fetal monitoring
  • Implementing a transitional process for existing sites to the new system with strong change management

This requirement is to onboard a project manager to effectively manage the activities the RFP and implementation of a fetal monitoring solution for existing labour and delivery sites in addition to net new Labour and Delivery capable sites.

 

Anticipated services include:

Project manager to oversee the key phases of this project commonly identified within the project management role including but not limited to:

  • Project Charter development
  • Time management and scheduling
  • Resource planning
  • Regular status reporting
  • Issue resolution and tracking
  • Quality assurance of deliverables
  • Communications to stakeholders
  • Project change management
  • Budget management
  • Adherence to project lifecycle processes
  • Produce regular and ad hoc status reports for project stakeholders
  • Facilitate the resolution of problems encountered by team members
  • Assume other related duties as required
  • Conduct post implementation review and lessons learned documentation

Fetal monitoring RFP Related Services: 

  • Establish governance model and stakeholder RFP committee
  • Provide project leadership and coordination for the gathering of RFP requirements,
  • Development of the RFP and the evaluation and selection phase
  • Work closely with Procurement to establish timelines for the RFP milestones
  • Work with the Category Procurement Analyst and Senior Buyer to identify any potential risks associated with the RFP and mitigate those risks
  • Work with procurement and vendors to manage the evaluation and selection activities including identification of the successful proponent

Implementation and Transition Services:

  • Define project scope and objectives
  • Develop project charter for implementation
  • Monitor and track budget
  • Status reporting
  • Stakeholder engagement including but not limited to Clinical, Biomed, Vendor, DPPE teams including Meditech Client Server & Expanse, Interoperability
  • Develop overall change management strategy
  • Develop transition plan for migrating existing sites to new system
  • Coordinate testing and Go-live activities
  • Post implementation support
  • Conduct project closure and operational readiness handover
  • Post project review

Must Haves
  • Experience writing high value, complex RFPs
  • Strong communication skills & the ability to bring together diverse stakeholders to define RFP requirements
  • Capable of leading the RFP evaluation process
  • Minimum 5 years recent experience in Healthcare with a particular focus on IT systems and operational support
  • Minimum 10 years’ experience in managing projects to implement clinical/business systems
  • Proponent shall possess experience and skills to prepare meeting materials and take minutes
  • Proponent shall possess strong English language oral and written communication skills
  • Proponent shall possess strong problem solving, analytical and interpersonal skills
  • It is an asset if the proponent possesses experience or knowledge of specific Health Authority administrative business processes and applications
  • It is an asset if the proponent possesses Health Authority experience writing RFPs
  • It is an asset if the candidate possesses a PMP certification
  • It is an asset if the candidate has experience managing clinical systems implementation projects for an acute perinatal environment
  • This is a part-time role for an estimated maximum of 0.5 FTE (up to an estimated maximum of 20 hours a week)
