Our Vancouver area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking an Expert Director – Systems & Innovation on a contract basis to support the New St. Paul’s Hospital and Health Campus Project.

 

Project Description:

The new St. Paul’s Hospital and health campus will be the most innovative approach to the delivery of integrated care in B.C. and Canada, designed to appropriately address the future health needs of patients, families and our communities. From hospital care to primary and community health solutions, the new St. Paul’s Hospital and health campus will continue to lead innovations in care, research and teaching.

The vision of the IT Program is to be a national healthcare reference center for best practice information technology solutions that enable patients & families, clinical professionals, academics, and research partners to improve the patient-care experience. The mission is focused on patient and family-centered care to deliver technology solutions that empower patients and service providers to achieve positive outcomes.

Equally important to the project’s delivery objectives is aligning with and helping to advance the broader IT objectives and mandates established from the Ministry of Health, Providence Health Care, Vancouver Coastal Health, Provincial Health Services Authority, Research & Academic entities, and other stakeholder groups.

 

Anticipated services include:

The Director, Systems & Innovation will be responsible for overseeing the deployment of a number of new clinical solutions (Innovation portfolio), as well as the migration of all existing clinical and business solutions currently used within the existing St. Paul’s Hospital (Clinical and Business Systems portfolios). This role will be required to provide senior level management and leadership, be accountable for planning and implementation of the strategic approach, manage operating and capital budgets, and liaise with leadership to manage the intersection of NSPH initiatives with other strategic efforts.

The Systems and Innovation portfolios consist of a variety of projects and initiatives including:

  • eReferrals and Patient Notifications
  • Patient Mobile Check-In
  • Patient Digital Wayfinding
  • Care Coordination Centre
  • Patient Connected Device
  • Wireless Staff Communications
  • Digital Patient Status Boards
  • Digital Rooms Displays
  • Application and Medical Equipment Migration and IT Integration for all Clinical and Business Systems and Medical Equipment, including but not limited to:
    • Cerner
    • Intelerad (PACS)
    • Sunquest and CoPath (LIS)
    • Intrahealth Profile
    • PROMIS (Renal)
    • and dozens of other specialty solutions

 

The Director, Systems & Innovation provides leadership, budget management, contract negotiation, dispute resolution, and oversight of teams from design through to construction and commissioning, including directing and managing internal and consultant teams. This position ensures the delivery of services to meet the goals, objectives, and strategic directions of the NSPH Project and Providence Health Care. This position also leads and participates in a variety of committees as required and establishes positive working relationships with stakeholders and project team members. Upon successful delivery of IT projects at facility opening, this position will oversee the transition and handover of projects within the Systems & Innovation portfolio to Operations.

In addition to providing leadership and support for the above, the Director, Systems & Innovation will have the opportunity to take lead on developing a change control process for the NSPH IT Program including socialization and implementation of brownout / blackout dates, change control process and governance.

This position is a temporary (10 months, plus possibility of up to two (2) three (3) month extensions in the event that the current incumbent elects to extend) maternity leave.

Must Haves
  • A level of education, training, and experience equivalent to a Master’s Degree in a relevant subject matter field with more than ten (10) years of experience managing medium to large projects in a complex health care environment in progressively more responsible leadership/administration roles, including experience in complex clinical service re-design and delivery planning, project management, research, issues management and process development, or an equivalent combination of education, training and experience.
  • Experience with leading teams and engaging stakeholders (including actively participating in and leading Governance) in the BC healthcare setting, including familiarity with the healthcare and IT delivery model in the BC healthcare system.
  • Experience with electronic health record systems, clinical and non-clinical application planning, and data analytics, in a healthcare setting.
  • Experience leading system deployments in acute healthcare facility projects.
  • Experience with healthcare redevelopment projects.
  • Experience with change control process in a healthcare and IT setting.
  • Experience with workforce planning including contributing recruitment and retention recommendations, supporting career progression within the team, and identifying ways to balance generalization and specialization within teams.
  • Have very strong communication skills with the ability to clearly convey and negotiate complex ideas or contractual interpretations.
  • Demonstrated ability to lead and support a high functioning team.
  • Demonstrated ability to lead and manage multiple competing priorities simultaneously.
  • Project Management Professional preferred.

Role will be located in Vancouver, BC and the Consultant will be required to be in-office a minimum of 2.5 days every week at the 1056 Comox Street office.
