Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking an Expert Project Manager on a contract basis to support the New St. Paul’s Hospital Redevelopment Project, Cerner EMR Portfolio.

 

Project Description:

The Project Manager, Cerner EMR will be responsible for leading the planning, design, and implementation of the Electronic Medical Record, Cerner, for the New St. Paul’s Hospital (NSPH) including project management and stakeholder engagement. This project is critical to the success of the NSPH facility and the successful candidate in this role is someone who will apply strong project management skills to ensure delivery against the fixed project schedule and budget. This role will direct work teams, contractors, and consultants to ensure accountability, communication, and performance to deliver against scope, schedule and budget for the Cerner EMR build.

 

Anticipated services include: 

  • Manages the planning and implementation of the Cerner EMR build against an established roadmap from design stages through to implementation and completion.
  • Provides strong project management (using established PM methodologies) and leadership to a team of resources across multiple organisations including PHC and PHSA to ensure delivery stays on track with project plan and overall roadmap.
  • Directs and supervises assigned staff by assigning work, orientating staff, developing and implementing appropriate staff development and retention plans; conducts performance evaluations as required.
  • Establishes effective communications channels to ensure resources are fully engaged and aware of project status; provides frequent clear and concise reports regarding ongoing issues, progress updates, challenges and opportunities. This includes developing and communicating information at various levels of governance to ensure project delivery and decisions within appropriate time frames as set out in the project plan.
  • Develops and maintains strong documentation of all project artifacts including the project schedule, charter, risks, decisions, and communications for clarity across all stakeholder groups involved in the delivery of the NSPH Cerner EMR build.
  • Collaborates effectively with partners from within and beyond PHC including other NSPH IT project managers, PHC operational readiness, PHC clinical informatics, PHC clinical and operational stakeholders, PHC governance, as well as RDS ECIS partners and other PHSA representatives.
  • Monitors adherence to established quality control / risk management protocols. Identifies, communicates, and works with appropriate partners to mitigate potential risk management issues.
  • Responsible for monitoring approved project budgets and reporting variances.

 

In addition to the requirements noted below, the successful candidate will possess the following: 

  • Comprehensive knowledge of project management principles and methodologies and ability to effectively deliver complex projects and coach others using these skills.
  • Broad knowledge of patient care delivery systems in an acute care setting.
  • Demonstrated ability to effectively manage planning, design and technology system projects simultaneously.
  • Understanding of available resources for projects and applicable stakeholder groups including feedback and detailed analysis on project processes.
  • Demonstrated track record of delivering high value projects (>$1M) on time and on budget
  • Demonstrated leadership skills and the ability to lead and inspire staff, and build a team environment that fosters trust and respect.
  • Demonstrated ability to supervise team members and provide direction to other staff, and consultants and contractors.
  • Demonstrated ability to identify, plan, organize, prioritize and implement projects in a timely manner in a dynamic project environment with changing priorities.
  • Possesses business acumen and analytical skills to anticipate financial and business requirements and ensure effective use of resources.
  • Strong organizational, interpersonal, customer relations, communication and facilitation skills to develop and maintain strong relationships with key stakeholders.
  • Knowledge of technology systems capital project planning and implementation processes, including design, and procurement within new hospital facility construction is an asset.
  • Demonstrated attention to detail.
  • Ability to operate related equipment including related software applications.
  • Physical ability to perform the duties of the position.
  • Ability to flex hours during peak work periods including potential of 12-hour shifts and extended hours above 37.5 per week during specified periods of the project as requested and approved by PHC leadership.
  • Role will be located in Vancouver, BC and the Consultant will be required to be in-office a minimum of 50% of the time.

Must Haves
  • A level of education, training, and experience equivalent to a Bachelor’s Degree in a relevant discipline, supplemented by formal training in project management plus seven (7) to ten (10) years’ experience in all phases of project planning, inclusive of supervisory experience, in a large complex organization such as health care; or an equivalent combination of education, training and experience.
  • A strong track record of driving delivery of high profile, complex projects in a dynamic and multi-stakeholder environment against scope, schedule and budget
  • Experience implementing technology systems in an existing healthcare environment or within a new facility
  • Project management, supervision, and facilitating and managing consultation processes with stakeholder groups.
  • A solid understanding of how various technologies fit together in an ecosystem to deliver services.
  • Strong verbal and written communication skills, with the ability to explain concepts and topics in layman’s terms to non-subject matter experts and build consensus and credibility among diverse stakeholder groups
  • Ability to coordinate, prioritize and complete multiple tasks
  • Project Management Professional Designation or in progress would be considered an asset.
