Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a full-time Learning & Development Specialist on a contract basis to support Technology, Planning and Delivery activities.

 

Project Description:

Technology Planning and Delivery implements a broad body of work. Projects focus on the delivery of new technology infrastructure inclusive of voice systems, network functionality, WiFi, WAN services, telecom room remediation, power and cooling, and the management of construction activities related to system remediation. This role helps health stakeholders to proactively consider the impacts of new system delivery and/or remediation efforts on clinical and operational end users. Understanding stakeholder’s unique needs, concerns, and expectations is key. The Engagement Specialist, Learning & Development, builds stakeholder trust, establishing the credibility of the delivery team and acts as a conduit for all parties to make important decisions. The role involves bringing multiple stakeholder groups together to collaborate on approaches to resolve challenges and advance changes.

This role suits a highly organized individual that can stay calm under pressure, is a strong communicator and someone who is familiar with the effects of fundamental changes on business area functions. This individual will be responsible to engage application and site stakeholders with sensitivity to discuss, plan for, and manage high impactful changes. Stakeholder groups are complex, and a flexible approach may be necessary to drive program/projects forward. It is important to note needed skillsets and responsibilities often change during the phased delivery of projects. The role calls for business/stakeholder management skills, and a broad understanding of core business processes including application management, vendor management, support risk management, change management and technology integration. Proven professional experience in similar roles and the ability to bring together the various/disparate members from stakeholder groups is crucial.

The Engagement Specialist responsibilities include:

  • Work collaboratively with vendors, program leaders, educators, and staff to assess program and cross-program clinical education needs and priorities and develops learning strategies and education plans to meet those needs. Implement and evaluate learning programs.
  • Conduct a needs analysis to determine required learning outcomes to transition staff to new or upgraded telecommunication system
  • Coordinate with internal communications and work within available platforms to promote learning programs and resources
  • Plan, coordinate, and facilitate in-class and virtual training sessions
  • Evaluate learning effectiveness
  • Manage workload and tasks to ensure successful delivery of projects
  • Take responsibility for continuous improvement, review vendor provided training materials to ensure quality of all materials produced are to the required standard, reviewed and updated
  • Produce new training and instructional materials to support staff to learn new processes and procedures
  • Gathering employee feedback via surveys, focus groups, and other data sources, analyzing results, developing and implementing recommendations and programs that incorporate diverse perspectives.

Example deliverables include:

  • Develop communication plans which may include IT Broadcasts, Memos, Go-Live Approval Document · Develop and maintain communication and decision logs for high impact changes
  • Support project managers in developing clinical impact assessments, application impact assessments, lessons learned and change readiness checklists
  • New and/or revised process, responsibilities, and workflows for teams supporting a workforce of senior to junior level stakeholders
  • Delivery of detailed approaches specifying the actions, resources, and dependencies required to define and recommend solutions needed to monitor the performance of new process
  • Established rhythm of communications, providing support documentation for stakeholders and leadership · Develop strong process, flows, and communication documentation to roll out to affected stakeholders
  • Contribute to scoping documentation and engage leadership to approve project scope
  • Collaborate with stakeholders to develop detailed delivery plans, supporting project leadership in determining timelines from project start to end
  • Executive materials such as briefing notes and presentations

 

In addition to the requirements noted below, the successful candidate will possess the following: 

  • 3+ years working as a training/engagement specialist, creating and executing training plans, evaluating change impacts through comprehensive metrics, skilled in process reengineering and workflow transition
  • Previous experience in the Health and Public Services sectors is highly desired
  • Demonstrated capability to work with Senior Management Team and Executives
  • Ability to support on-site training and engagement activities.

Must Haves
  • A level of education, training and experience equivalent to a degree/certificate in Education, Human Resources, Communication, Business Administration, or a related discipline
  • Previous experience Voice Solutions such as CISCO VOIP, Microsoft Teams,  AWS, Amazon Connect and/or Genesys
  • Experience with Addie / SAM methodologies and tools such as Moodle, Captivate and/or Articulate
  • Experienced in adapting, developing, facilitating and evaluating high quality, interactive blended learning solutions
  • Demonstrable knowledge of the principles of instructional design
  • Experience creating content and resource for use on multiple devices
