Job Details | Our Victoria client is a public service organization supporting government technical infrastructure and ultimately the British Columbia public. The client is seeking 2 (two) Senior Business Analysts on a contract basis to support the BC Registry and Digital Services modernization project. Project Description: BC Registries and Digital Services (BC-RDS) administers and supports BC Online and all incorporations and registrations of businesses, not-for-profit societies, cooperatives, personal property, manufactured homes and various partner services in the Province of BC. These services are provided through a number of channels including in-person, phone and online. BCRDS is undertaking multiple, concurrent re-development projects driven by the need to retire provincial mainframe services and modernize non-mainframe services. BC Registries is also adding functionality to its modern application platform to support provincial commitments. Development work is completed by six agile teams who use modern tech stacks that support a DevOps continuous improvement approach. Our scaled agile organization leverages human centered design, open-source languages and frameworks and a cutting-edge enterprise containerization platform. Anticipated services include: - Working with client staff, contractors, and other interested parties to develop, user experience approaches, service design approaches, mock-ups for implementation and conduct/support user research.
- Providing demonstrations or presentations to staff, management, executives and interested parties to share ongoing work and solicit feedback.
- Status reporting at daily stand-up and through other team ceremonies.
- Knowledge transfer and mentoring for less experienced user experience designers and visual designers.
In addition to the requirements noted below, the successful candidate must possess the following: - Ability to lead multi-discipline teams in conducting facilitation towards new requirements.
- Gathering, development of new business processes, continuous process improvements and appropriate documentation.
- Have created and delivered training to customers on the items listed in the mandatory sections.
- Demonstrated experience in requirements gathering and documentation including business cases, business requirements documents, use cases or process flows diagramming.
- Have experience with usability issues and web-based applications.
- Must have knowledge of BC Registries and Digital Services.

Must Haves | - Have 2 years of recent relevant experience defining and documenting business requirements for applications and data.
- Have 4 years’ experience interacting professionally with a wide variety of people in diverse roles (e.g. executives, contractors, technical experts, users) to develop and implement automated business processes.
- Have 1 year of experience working with front line clients in service delivery-based organizations.
- Have 3 years of experience working with an agile team using scrum methodologies.
- Have experience working effectively with non-technical end users as relates to testing, including writing business test cases, conducting functional testing, and supporting UAT.
- Experience providing business analysis related to integrated custom applications with complex business processes.
- Must have knowledge of BC Registries and Digital Services.
- Personnel will be available remotely during regular business hours starting April 1st, 2025.
- The anticipated term of this opportunity is for a start date of April 1, 2025 to an anticipated end date of March 31, 2026 with an option to extend for up to Three (3) one (1) year renewal terms.
