The client is seeking a Senior Business Analyt on a contract basis to support WEST Alliance Office activities. Project Description: The purpose of the Workplace Evolving Services and Technologies (WEST) Services Agreement is to enhance the capability of the health organizations to leverage technology (desktop and managed support services) to systemically improve health services across the province of BC. The Alliance Office (AO) was created to manage the relationship and the WEST Services Agreement with NTT Data on behalf of the Health Authorities (HAs) in British Columbia. The AO is a collaborative governance and operational body that supports the strategic and operational alignment between the Health Authorities, and key delivery partners. The AO ensures transparency, accountability, and alignment across shared digital infrastructure, technology services, and portfolio initiatives under the WEST agreement. The AO functions as a center of governance and coordination, overseeing: - Joint service delivery and performance management
- Project and portfolio governance
- Procurement and vendor relationship management
- Strategic planning, service modeling, and contract oversight (including vested agreements)
- Executive reporting and decision-support for multi-stakeholder committees
Within this context, the Senior Business Analyst (SBA) will support the client in defining, documenting, and optimizing service requirements and operating models to inform procurement and service transformation initiatives. This requirement outlines the scope, deliverables, and expectations for the Senior Business Analyst supporting the WEST Alliance Office. The SBA will play a key role in engaging internal teams, business areas, and SMEs to deliver detailed service documentation that can be leveraged for procurement, the evolution of current to future state service models, and service delivery governance. The resource will also ensure governance documentation, service level expectations, and business cases are developed to a high professional standard for executive review and decision-making. Anticipated services include: Reporting to the Director, Commercial Services, the SBA will deliver high-value analytical and documentation support with the following objectives: - Define current and future state service models and requirements.
- Develop detailed service blueprints, process maps, and workflow documentation.
- Define and document service level requirements, roles, and performance measures.
- Support service modeling and strategy development for insourced, outsourced, and partnership models.
- Support the creation of procurement documentation.
- Facilitate workshops and engagement sessions to gather and validate input.
- Prepare and manage governance documentation including presentations, briefing materials, and meeting artifacts.
- Aid in the development of business cases and analytical documentation to support portfolio investment decisions.
Key responsibilities include, but not limited to: Discovery and Current State Analysis - Conduct interviews, workshops, and document reviews.
- Inventory and assess current services, tools, processes, and challenges.
- Review and identify gaps in current service delivery processes and dependencies across functions and service providers.
- Identify opportunities for standardization, integration, and service improvement.
Future State Design - Define and document future state service models, identifying key roles, responsibilities, and service ownership.
- Develop service blueprints that describe customer interactions, touchpoints, and handoffs.
- Create high-level and detailed process maps (e.g. swimlane diagrams, RACI overlays).
- Define and document Service Level Requirements (SLRs), KPIs, and operational metrics.
- Support transition planning and service implementation roadmaps.
Requirements and Documentation Development - Draft business and functional requirements through interviews, workshops, and data analysis.
- Develop procurement-ready documentation including:
- Scope of Services
- Service Descriptions
- Performance Requirements and Metrics
- Supplier Responsibilities and Interfaces; and
- Evaluation Criteria Inputs.
- Work collaboratively with IT, service management, and procurement resources to ensure alignment with current practices, policies, and compliance requirements.
- Align service expectations with contractual commitments and deliverables.
Validation and Handover - Facilitate review and validation sessions with relevant teams and experts.
- Refine documentation based on input.
- Deliver a comprehensive Service Requirements Package for use in procurement.
- Conduct knowledge transfer to internal resources.
Governance and Executive Support - Prepare governance and steering committee materials, including presentation decks, decision logs, and briefing notes.
- Draft and maintain meeting minutes, action logs, and supporting documentation for accountability tracking.
- Ensure consistency, accuracy, and clarity in materials presented to executive and joint governance forums.
- Support ongoing governance operations and documentation updates.
Business Case and Strategic Development - Develop business cases and supporting analysis for service improvement or sourcing recommendations.
- Conduct cost-benefit, risk, and strategic alignment assessments.
- Support portfolio planning and prioritization through data-driven recommendations.
- Contribute to development of service strategies and long-term partnership models.
Reporting and Communication - Weekly Status Reports summarizing progress, risks, and mitigation actions.
- Regular Meetings with Alliance Office leadership, procurement, and governance teams.
- Document Repository: All materials stored in an approved workspace (e.g. Teams,SharePoint).
