Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a contract basis to support initiatives within Digital Health Innovation (DHI).

 

Project Description:

DHI delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.

DHI is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable our BC health system more effectively digitally and virtually.  PDHIS brings together many organizational units from different parts of the organization into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.

The project supports Digital Health Innovation for connected health and interoperability solutions such as Health Gateway, CareConnect Modernization, and Cancer Care Interoperability. Building on this foundation, the province is advancing interoperability solutions that enable more holistic views of patient health records, improve data accuracy, and reduce manual workloads through digitized processes. By working closely with cross-sector health partners, patients, and caregivers, these efforts aim to enhance provider workflows and empower British Columbians to actively participate in their health journey through safe, equitable access to personal health records and services.

 

Anticipated services include:

Lead complex initiatives within the Digital Health portfolio. The role requires a highly organized individual with proven experience in managing multi-stakeholder projects and delivering outcomes on time and within budget.

The Project Manager will work closely with leadership, technical teams, and business stakeholders to ensure successful planning, execution, and delivery of assigned projects.

Key responsibilities include:

  • Provide strategic leadership to planning, implementation, and execution of assigned initiatives, ensuring alignment with organizational priorities and broader system objectives.
  • Develop detailed project plans, charters, timelines, milestones, resource allocations, and risk mitigation strategies.
  • Define governance structures, decision-making paths, and project roadmaps using appropriate methodologies (e.g., waterfall, agile, or hybrid).
  • Track project spend, forecast against budget, and ensure financial accountability.
  • Maintain accurate and complete project documentation in designated repositories.
  • Create deliverables such as process flows, data dictionaries, business requirements, product requirements, and related materials for stakeholder approval, using leading practice methods and tools.
  • Create and maintain technical documentation including but not limited to technical specifications, configuration requirements, technical guides, admin guides, data specifications, technical workflows for stakeholder approval using leading practice methods and tools.
  • Assist the EA in creating technical solution options, briefing notes and technical recommendations.
  • Lead and coordinate cross-functional teams, including technical and business resources.
  • Facilitate collaboration between internal teams and external partners.
  • Support agile practices such as sprint planning, stand-ups, and retrospectives where applicable.
  • Collaborate with stakeholders to gather requirements and align objectives.
  • Provide regular status updates, progress reports, and executive communications (briefing notes, presentations, change requests).
  • Act as a primary point of contact for vendors and integration partners.
  • Support development of training materials and change management plans for solution adoption.
  • Ensure adherence to privacy, security, and regulatory requirements.
  • Monitor progress, identify risks, and implement mitigation strategies to minimize disruptions.
  • Coordinate testing and quality assurance activities to ensure deliverables meet defined standards.
  • Support program and project roadmaps.
  • Develop operational support plans for new solutions.
  • Complete reporting requirements as per organizational standards.
  • Perform other duties as required.

Must Haves

Education

  • Bachelor’s degree in Project Management, Business Administration, Healthcare Administration, Information Technology, or a related field.
  • A Master’s degree is an asset.
  • An equivalent combination of education, training, and experience may be considered.

Experience

  • Minimum of 6–8 years of progressive experience in project management, preferably in healthcare, technology, or complex multi-stakeholder environments.
  • Proven ability to manage large-scale projects using hybrid methodologies (waterfall and agile).
  • Experience leading cross-functional teams and coordinating with internal and external stakeholders.
  • Familiarity with project management tools (e.g., JIRA, Confluence, MS Project) and documentation best practices.
  • Experience working in British Columbia’s healthcare landscape with BC Health Organizations.
  • Experience collaborating with diverse partner groups, including executive, clinical, and patient partners.

Certifications

  • PMP (Project Management Professional) or equivalent certification is preferred.
  • Additional certifications in Agile, healthcare management, or IT are considered an asset.
