Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a contract basis to support Renewal Project activities.

 

Project Description:

In May 2021, Phase 1 of the VGH OR Renewal Project was completed and opened for 1st patients on the newly renovated 3rd floor Surgical Suite, located in the Jim Pattison north podium at Vancouver General Hospital.  At this time there were three technology projects that were implemented:  Perioperative Patient & Asset Tracking Solution (PPATS) solution, Vocera communication upgrade and refresh, and TDOC refresh.

Phase 2 of the VGH OR Renewal Project (renovation of the current 2nd floor surgical suite at VGH) is currently an approved MOH capital project.  At this time, VGH Perioperative Program requires a Senior Project Manager to lead the refresh/implementation  the Perioperative Patient & Asset Tracking Solution (PPATS), Vocera Communications System and TDOC in the newly renovated 2nd floor of the VGH Surgical department.

While Phase 1 was able to be completed as a single project (due to the vacant 3rd floor where the build of new surgical suite was completed), Phase 2 will need to be completed in 2 phases, to ensure that the Perioperative Program can continue to operationalize 24 Operating Rooms per day (as per MOH commitment).  Phase 2A is expected to be completed by mid-2027 and Phase 2B by mid-2029.

Perioperative Patient & Asset Tracking Solution (PPATS) Project Description:

The PPATS Project addresses the implementation of two TeleTracking software modules to support both patient tracking (Clinical Workflow Suite) and asset tracking (RTLS Asset Tracking) between the multiple floors of the VGH Surgical Centre as well as expand the use of the TeleTracking Patient Flow Dashboard and Custom Reporting Solution modules. The PPATS Project is seen as a transformative enabler that  achieved the following goals:

  • Providing system improvements to locate and track the movement of patients, surgical equipment and instruments across the continuum of VGH surgical care; and
  • Promoting efficient work activities and improving workflows throughout the Jim Pattison second floor perioperative suite, MDRD and BioMed to ultimately increase operational capacity and/or reduce costs.

Vocera Communications System 

Vocera is an advanced communication system that enables instant hands-free and wireless communication controlled by button and voice commands, allowing staff to continue to care for patients as they are communicating with others throughout the department.  The system has the ability to integrate with the Rauland 5 Responder patient nurse call system.

VGH OR Renewal Phase 2 Project Overview: 

Vancouver General Hospital (VGH) has engaged with a design and construction company to renovate the 2nd floor of the VGH Perioperative Program.   The newly renovated 2nd floor will include; 15 new operating rooms, 38-bay PCU unit, 2 sterile cores and supporting administrative and staff spaces on JPN2.  This 2nd floor will be linked to operations on the 3rd floor Perioperative Suite (single perioperative program over 2 floors).

The scope of this project is to ensure that for the following listed applications that the application design, build, test and deployment of the following IT Surgical Applications will be in place for completion of Phase 2A (mid-2027) and completion of Phase 2B (mid-2029).  Please note, these systems are already in place on the 2nd floor (space under renovation) and 3rd floor surgical suite and will need to be refreshed/updated based on newly renovated design on the 2nd floor:

  • Cerner Millenium Applications
  • Cerner SurgiNet Application
  • TeleTracking, Clinical Workflow Suite (CWS)
  • TeleTracking Capacity Management Suite  (CMS)
  • TeleTracking, Custom Reporting Solution (CRS) Reports
  • TeleTracking, Real Time Locating System Asset Tracking (RTLS)
  • CenTrak, Global Monitoring System (GMS)
  • Vocera Communications System
  • Getinge, T-DOC Surgical Instrument Tracking System
  • Omnicell Automated Dispensing Cabinets (ADC) and Anaesthesia Work Stations (AWS)
  • SPD Finder
  • Radiology Information System (IDXRad)
  • Picture Archiving and Communication System (PACS)

 

There is a new component that is not yet in place but will be required on the 3rd floor and the final 2nd floor:  the integration of the Stryker Integration system patient information (through ‘Data Mediator’) with the Cerner patient record.

 

Anticipated services include:

The successful Project Manager will manage all aspects of the procurement and installation of devices and equipment, application design, configuration and build, testing and deployment of the Clinical Workflow Suite, Real-Time Locating System, Vocera Communication System on the 2nd floor of the VGH Surgical Department and TDOC integration between the 2nd floor suite and MDRD.

The successful proponent will also ensure that smooth IT transition of the Omnicell Automated Dispensing Cabinets (ADC) and Anaesthesia Work Stations (AWS) to the 2nd floor renovated spaces as well as implement the bi-directional integration of the Stryker Integration System and Cerner patient record.

Services include management of the budget and project resources and all project documentation including:

  • Coordinating Vendor Work- Provide a single point of contact to liaise with the client and PDHIS.
  • Coordinate PDHIS Work – Provide a single point of accountability to deliver the required components of the project.

The services shall encompass the following:

  • Lead the planning team, which will be comprised of staff and contracted technical team members.
  • Provide project leadership and governance through project steering committee meetings. Working closely with all teams, the clients & the vendor to monitor and ensure the project accomplishes all goals and deliverables of the project on time and to budget.
  • Develop and distribute regular project reporting to sponsors and stakeholders.

Other Project Manager Responsibilities

  • Develops and drives project plans in alignment with PMO methodologies and best practices, adapting to evolving requirements and risks.
  • Cultivates strong business partner relationships through consistent communication, proactive issue resolution and clear expectation management.
  • Provides effective leadership to cross-functional teams by fostering collaboration, resolving conflicts and optimizing team performance to ensure on-time delivery of project outcomes.
  • Leads weekly project meetings and monthly Steering Committee sessions to ensure milestones deliverables are on-track and aligned with the budget and project objectives.
  • Oversees quality assurance by reviewing deliverables, mitigating risks and ensuring adherence to established standards and project scope.

Maintains comprehensive project documentation, tracks financials and approves invoices, captures lessons learned and delivers clear, actionable reporting to leadership for any escalations and decision-making.
