Our Surrey area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a contract basis to support Digital Enablement, Business and Facilities Services and Solutions.

 

Project Description:

The client is pursuing the expansion of the Connexall Enterprise Platform to address growing operational patient flow inefficiencies, workflow fragmentation, and technology limitations across Environmental Services (EVS), portering and clinical communication. The objective of this project is to modernize and consolidate mission‑critical operational workflows using a single, enterprise‑grade integration and communication platform that improves efficiency, staff experience, and patient outcomes, while reducing long‑term system cost and risk.

Overall Accountability

The Senior Project Manager (PM) will provide part-time project leadership and oversight for the implementation of Connexall as the replacement solution for TeleTracking Housekeeping and Portering workflows. The PM will establish and maintain effective project governance, planning, financial oversight, and delivery controls, ensuring successful execution in alignment with organizational priorities, timelines, budget, and operational readiness requirements.

Role Summary

The Senior PM is accountable for end-to-end project management oversight, including governance establishment, integrated planning, risk and issue management, vendor coordination, and executive-level reporting. The PM will rely on designated workstream leads (clinical, operational, technical, change, data, and vendor) to deliver detailed scope and outputs, while retaining accountability for overall project performance and outcomes.

The PM will report to the Project Leadership Team and provide regular reporting and recommendations to the Project Steering Committee.

Key Responsibilities

  • Project governance and Oversight
    • Establish and operationalize the project governance structure, including:
      • Project Charter
      • Decision-making framework
      • Escalation pathways
      • Roles and responsibilities (RACI)
    • Chair or facilitate core project forums, including project leadership meetings and Steering Committee meetings.
    • Ensure alignment between operational stakeholders, digital health, clinical, and the vendor throughout the project lifecycle.
    • Ensure project activities align with organizational, clinical, privacy, and change management standards.
  • Project Planning and Controls
    • Develop, maintain, and manage the integrated Project Management Plan, including:
      • Detailed project schedule
      • Work Breakdown Structure (WBS)
      • Milestones and dependencies across workstreams
    • Coordinate inputs from workstream leads to ensure plans are realistic, integrated, and achievable.
    • Establish project controls for scope, schedule, budget, risks, issues, and dependencies.
  • Financial and Resource Management
    • Develop and manage the project budget in collaboration with internal and external stakeholders.
    • Track expenditures, forecast variances, and support financial reporting and decision-making.
    • Ensure appropriate resourcing across workstreams and support resolution of capacity constraints or conflicts.
  • Delivery Management
    • Oversee delivery of all project deliverables through workstream leads, ensuring:
      • Scope alignment
      • Quality standards
      • Timely completion
    • Monitor interdependencies between Housekeeping, Portering, integration, analytics, and change activities.
    • Ensure operational readiness, go‑live planning, and stabilization activities are coordinated and risk-managed.
  • Risk, Issue, and Decision Management
    • Establish and maintain an integrated risk, issue, assumption, and decision log.
    • Proactively identify, assess, and mitigate delivery, operational, vendor, and organizational risks.
    • Escalate risks and issues with clear recommendations and options for resolution.
  • Reporting and Stakeholder Communication
    • Provide regular, concise, executive-level status reporting to Project Leadership and the Steering Committee, including:
      • Schedule, budget, risks, and issues
      • Decisions required
      • Readiness and confidence assessments
    • Ensure transparent communication across stakeholders while minimizing operational disruption. 

Key Deliverables

At a minimum, the Senior PM will be responsible for producing and maintaining the following artifacts:

  • Project Charter
  • Project Governance Framework
  • Integrated Project Plan and Schedule
  • Work Breakdown Structure (WBS)
  • Project Budget and Financial Tracking
  • Risk, Issue, Decision, and Action Logs
  • Steering Committee status reports and presentations
  • Go‑Live and Stabilization Oversight Plan 

Engagement Model and Level of Effort

  • This engagement is part-time over the duration of the project.
  • Level of effort will vary by project phase, with higher intensity during:
    • Initiation and planning
    • Key design and build milestones
    • Go‑live and stabilization periods
  • The PM is expected to scale effort appropriately while maintaining continuity of oversight and accountability.

Assumptions & Dependencies

  • Dedicated workstream leads are in place and accountable for detailed execution within their respective domains.
  • Executive sponsorship and Steering Committee support are maintained.
  • Vendor resources are available as planned and aligned to project milestones.
  • Organizational change and operational readiness activities are coordinated through appropriate channels.

Estimated hours of work (to be confirmed once the project plan is finalized):

  • FY 2026/27: approximately 850 hours
  • FY 2027/28: approximately 250 hours, plus any approved extensions

 

In addition to the requirements noted below, the successful candidate will possess the following:

  • Majority of work can be done remotely, however on occasion, the Project Manager will be expected to travel to and work onsite at the Central City tower in Surrey, BC, for certain events (e.g., critical project meetings, various Executive Steering Committee meetings, etc.).

Must Haves

General Qualifications

  • Minimum 10 years of progressive project management experience, including senior project leadership roles on complex enterprise initiatives.
  • Proven experience leading large, multi‑workstream implementations with operational, clinical, technical, and vendor components.
  • Formal project management training and certification (e.g., PMP, PRINCE2, or equivalent).
  • Demonstrated experience establishing and operating formal project governance structures, including Steering Committees and executive reporting.
  • Strong written and verbal communication skills suitable for executive and senior leadership audiences.

Environmental and Technology Related Experience

  • Experience working within British Columbia health authorities, provincial healthcare organizations, or comparable public-sector environments.
  • Demonstrated experience delivering projects involving clinical operations, facilities, or support services, such as:
    • Environmental Services / Housekeeping
    • Portering / Patient Transport
    • Patient flow or capacity management
    • Real‑time operational dashboards and reporting
  • Prior experience with TeleTracking, Connexall, or comparable platforms is strongly preferred.
  • Demonstrated ability to manage technology-enabled transformations without acting as a technical build resource.

Project Management and Delivery Experience

  • Proven experience managing vendor‑led implementations, including:
    • Oversight of vendor deliverables and milestones
    • Issue and risk resolution
    • Change control and scope management
  • Demonstrated expertise developing and maintaining:
    • Project Charters
    • Integrated Project Plans and Schedules
    • Work Breakdown Structures (WBS)
    • Project budgets and financial forecasts
  • Strong experience in risk, issue, and dependency management, including escalation to executive governance bodies with clear recommendations.
  • Demonstrated ability to lead through influence rather than direct authority, relying on workstream leads for execution.
  • Proven capability to manage part‑time, variable‑effort engagements while maintaining continuity, accountability, and delivery discipline.
  • Experience providing concise, executive‑level reporting, including confidence assessments and decision support.
  • Experience managing projects across multiple sites or facilities.
