| Job Details | Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public. The client is seeking a Senior Project Manager on a contract basis to support activities within Provincial Digital Services (PDS). Project Description: The B.C. Digital Referrals & Orders (DRO) program will enable clinicians to send, receive and track referrals, diagnostic orders, and special authority requests electronically across the health system. This shift reduces reliance on fax and paper-based systems while improving timeliness, traceability and information quality. DRO will enable a connected ecosystem that supports a seamless workflow –regardless of where a clinician begins – while giving patients greater visibility into their referrals. The DRO program is an integrated provincial solution led by the client organization in collaboration with Doctors of BC and the Ministry of Health. Anticipated services include: We are looking for a Sr. Project Manager to lead implementation and delivery of various project streams of work related to the provincial delivery of digital referrals and orders. The Project Manager will lead a high-performing team and work with external partners including the Ministry of Health, Health Authorities, DofBC, service providers and vendors. The Project Manager is responsible for, but not limited to: - Developing/Managing project plans (schedule, risk, etc.) with input from Project Directors, project team members and other partners.
- Assisting the Project Director in preparing program status reports and dashboards,
- Submitting regular status reports to the Project Director and Program Steering Committees as required.
- Developing project charters, business cases, decision documents and evaluation plans as assigned,
- Collaborating with the Clinical Leads to identify and manage organizational change requirements for the project.
- Managing project scope change processes, and acquiring approvals as required
- Managing Project Team performance of project tasks.
- Controlling, tracking and reporting on the execution of the project plan and day-to-day aspects of the project
- Assisting the Project Director in preparing project financials (budgeted, planned and spent).
- Controlling, tracking and reporting on current and forecast resource usage.
- Controlling, tracking and reporting on issues and risks identified for the project.
- Escalating significant issues that cannot be resolved by the Project Team following the established governance structure.
- Securing acceptance and approval of deliverables from the Project Director, Sponsor, and other partners.
- Scheduling and chairing Project Team meetings.
- Documenting all findings and recommendations.
- Transitioning project deliverables to Operations (Production Turnover/PTO).
- Perform project management processes as per PMO standards.
- Performs other related duties as assigned.

| Must Haves | A level of education, training and experience equivalent to a bachelor’s degree in business, administration, or related field including training and/or experience in leading and coordinating aspects of the current projects undertaken by the Digital Referrals and Orders (DRO): - Five (5) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
- Strong project management skills, with the ability to manage multiple Agile projects simultaneously.
- Working knowledge and experience with agile as well as waterfall project management concepts practices, and deliverables.
- Ability to effectively navigate and deliver results in a large and complex healthcare environment is necessary.
- Solid understanding of how various technologies fit together in a health ecosystem to deliver services including electronic medical records (EMRs), clinical information systems (CISs), image and lab repositories, clinical decision support systems (CDS), BC provincial assets (EMPI, PLR, etc.), and health information exchanges (HIEs).
- Strong verbal and written communication skills, with the ability to explain concepts and topics in layman’s terms to non-subject matter experts and build consensus and credibility among diverse stakeholder groups.
- Ability to coordinate, prioritize and complete multiple tasks.
- Exceptional MS Office and Project Management toolset skills.
