Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a contract basis to support the Bridging Strategy project as part of Provincial Digital Services.

 

Project Description:

Provincial Digital Services (PDS) delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.

PDS is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable the BC health system more effectively digitally and virtually.  PDHIS brings together many organizational units from different parts of PHSA into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.

Within PDS, there are numerous initiatives that will require assistance for longer term planning and short-term execution of deliverables, as well as providing business positioning and support for future projects.

The Bridging Strategy project will develop the plan and options to secure the necessary above-allocation funding to achieve HealthLinkBC and Provincial Attachment System deliverables for FY26/27 in the absence of a final operationally sustainable Salesforce Operating Model. The project will establish and manage the FY26/27 Spending Plan (financial planning, budget allocation confirmation, forecasting, tracking actuals, etc.) based on the approved option. The project will also lead the engagement with Ministry of Health, new Connected Services BC, PHSA and the new health authority Shared Services Organization to establish and adjust to the financial and bureaucratic processes of these new organizations which  directly impact the information technology solution and applications of HealthLinkBC and Provincial Attachment system and in turn the services offered to patients and health care providers.

 

Anticipated services include:

The consultant will lead project management activities for the HealthLink BC and Provincial Attachment System Bridging Strategy.

Core responsibilities

  • Financial planning, forecasting, tracking, and reporting for IMIT and related IMIT resources and sources for FY26/27
  • Completing MoH, Connected Services BC, PHSA, new HA SSO financial reporting, report back, planning and processes
  • Managing the continued transition planning to sustainment/operations as Connected Services BC and new HA SSO are established
  • Managing the alignment of the HLBC E‑Comm MSA with Connected Services BC financial processes
  • Drafting the HLBC E-Comm / Connected Services BC multiyear strategy to align HLBC IMIT application and enterprise architecture to the role of the new Connected Services BC
  • Drafting the HLBC / HA SSO multiyear strategy to align HLBC IMIT application and enterprise architecture to the role of the new HA SSO
  • Managing Omni Channel activities to a sustainable state, and development and delivery of an Omni Channel operational playbook for HLBC IMIT teams

Must Haves
  • Minimum 7 years of experience in project management, with demonstrated leadership of large, complex, multi-stakeholder initiatives
  • Proven experience managing technology-enabled projects, including system implementations or platform transformations
  • Demonstrated experience in healthcare, public sector, or digital health environments
  • Experience working with cross-organizational partner groups, including government and healthcare organizations
  • Strong experience in:
    • Integrated project planning and schedule management
    • Risk and issue identification, tracking, and mitigation
    • Budget development, monitoring, and variance reporting
    • Stakeholder engagement and governance reporting
    • Resource planning and team coordination
  • Ability to manage competing priorities and multiple workstreams in time-sensitive environments
  • Strong facilitation, negotiation, and stakeholder alignment skills
  • Strong written and verbal communication skills, including the ability to prepare and present materials for executive and clinical audiences
  • Experience or working knowledge of quality improvement methodology and change management principles
  • Computer literacy with word-processing, spreadsheet, presentation, project management, and database applications
Nice to Haves
  • Project Management Professional (PMP) designation or equivalent certification
  • Change management certification (e.g., Prosci, ADKAR) considered an asset
  • Experience with:
    • Public health programs
    • Immunization systems
    • Provincial registries
  • Experience supporting:
    • Go-live and command centre operations
    • Post-launch stabilization and hypercare
  • Experience working in agile or hybrid delivery environments
  • Familiarity with tools such as Microsoft 365, Teams, and project tracking tools (e.g., Azure DevOps, Jira, MS Project)
  • Partner or stakeholder engagement certification (e.g., IAP2) considered an asset
