Our Surrey area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a half-time, contract basis to support Digital Enablement  – Clinical Ancillary Solutions activities.

 

Project Description:

The 3mensio cardiac imaging software is a specialized application used at Royal Columbian Hospital (RCH) for advanced pre-operative planning of complex structural heart procedures, such as transcatheter aortic valve replacements (TAVR), mitral valve repairs, and left atrial appendage closures. The project aims to upgrade from the outdated version 10.2, which is at end-of-life and not compatible with Windows 11, to the newer version 10.7. This upgrade is essential to address critical security vulnerabilities, ensure compliance with enterprise standards, and protect sensitive patient data by moving from a single-user setup on a personal laptop to a secure, enterprise-hosted solution managed internally. With a new Cath lab at SMH, there is a plan to extend 3mensio to SMH. Hence the intent of this project is to enable multi-user, cross-site access by deploying the upgraded software on client-managed servers, expanding license seats, and integrating all cardiac imaging systems. By streamlining workflows and supporting real-time collaboration between Royal Columbian Hospital and Surrey Memorial Hospital, the project will minimize privacy and compliance risks, eliminate workflow bottlenecks, and ensure continuity of cardiac imaging services.

The end objective is to provide a reliable, secure, and scalable cardiac imaging platform to multiple cardiac physicians at multiple sites to access the application from any workstation to support with their tasks and provide procedural accuracy, enhances clinical decision-making, and uphold the highest standards of patient safety and operational efficiency. This upgrade is critical to maintaining uninterrupted cardiac care and aligning with regulatory requirements.

 

Anticipated services include:

The client is seeking a single Project Manager to oversee and guide strategy discussions, and the replacement or upgrade of systems required to support Invasive Cardiology. This engagement will be a maximum of 0.5 FTE. 

The Project Manager will be required to deliver the following services:

  • Assess the current state, including workflow, technical and operational requirements, gap analysis, and security, privacy, and compliance risks, with consideration of short‑term and long‑term options.
  • Develop and present recommendations and implementation strategies for upgrading 3mensio, enterprise hosting, multi‑user access, cross‑site enablement, and system integration.
  • Provide project leadership and coordination to support server deployment, license expansion, configuration, implementation, and readiness for operational use.
  • Provide hands‑on analysis and support to finalize clinical, technical, and operational requirements.
  • Coordinate stakeholders across clinical teams, Tech Services, vendors, and operational partners to ensure alignment, minimize disruption, and maintain service continuity.
  • Support scalability planning to ensure the solution aligns with enterprise standards, regulatory requirements, and patient safety objectives.

The Project Manager will work closely and collaboratively with Digital Enablement team, Tech Services and the clinical area regarding solution strategy, delivery and change management for this project. The Project Manager will also direct and coordinate the efforts to implement and manage the changes necessary to ensure a smooth transition to the new or upgraded solution. Consulting with Digital Enablement and clinical departments, the Project Manager will provide:

  • Project planning activities
  • Gather requirements and conduct analysis where applicable.
  • Develop project charter and other project governance deliverables
  • Develop and oversee the maintenance and execution of the project plan and guide the project team through the implementation of the project
  • Oversee the delivery of the project on a daily basis to ensure the project is delivered on time, on budget, within scope, and meeting the expected level of quality. This includes providing direction to and managing the work effort of project resources
  • Adhere to PMO project lifecycle processes
  • Manage project risks, issues and change requests
  • Produce regular and ad hoc status reports for project stakeholders
  • Facilitate the resolution of problems encountered by team members
  • Work with the clinical stakeholders to manage change.
  • Work with vendors to manage the successful delivery and implementation of project components.

Assume other related duties such as coordinating core technical infrastructure changes, coordinating project activities with departments and staff at Fraser Health, Tech Services and the vendor

  • Conduct post-implementation review and operations documentation.

Must Haves
  • Minimum 5 years of recent experience in Healthcare with a particular focus on IT systems and operational support
  • Minimum 10 years of experience in managing projects to implement business systems
  • Proponent shall possess experience and skills to prepare meeting materials and take minutes
  • Proponent shall possess strong English language oral and written communication skills
  • Proponent shall possess strong problem solving, analytical and interpersonal skills
  • It is an asset if the proponent possesses experience or knowledge of specific Health Authority administrative business processes and applications
  • It is an asset if the proponent possesses previous experience with Cardiology or any Cardiac Services
  • It is an asset if the candidate possesses a PMP certification
  • This is a part-time role for an estimated maximum of 0.5 FTE (up to an estimated maximum of 20 hours a week)
