Our Surrey area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a primarily remote, contract basis to support Digital Enablement in partnership with Regional Care Integration.

 

Project Description:

The client organization has been working with AlayaCare in the replacement of our current Procura platform with their cloud based AlayaCare offering.

Procura has been used for over 15 years to enable the delivery of home support services. Home Support services provide in-home care for home health clients who require assistance with personal care. The Procura software provides the platform to deliver multiple home support functionalities including: creation of the client home support visit schedule; matching appropriate Community Health Workers (CHWs) based on client need, continuity of worker and geographic proximity; management of CHW scheduling and other human resources (HR) information; and billing information.  In 2017, the Procura Mobile application was implemented for CHWs to allow for the organization of their day, access to the client care plan and safety considerations in the home, and documentation of completed tasks using mobile phones. Procura also enables meeting the Worksafe BC working alone regulation for CHWs.

All above functionality provided through Procura will be replaced with the AlayaCare solution, leveraging the functionality of the new system while ensuring required customizations to support union and HR requirement are provided to facilitate processes. Additionally, new integration points are required for this initiative.

The engagement is hybrid and will require the proponent to attend sites as requested during the project.

 

Anticipated services include:

The scope of consulting services includes the Project Manager role for the implementation of the AlayaCare Home scheduling product for Fraser Health. The scope of work includes vendor project scope definition, system implementation, integration implementation oversight, project resource oversight, vendor management and all project management related activities.

Although the resource will be working predominantly in a remote capacity, they will be required to come to site from time to time. Travel reimbursement is not included in this engagement.

The project deliverables are as follows (note that deliverable timeframes will be agreed upon as part of the project initiation activities in conjunction with the steering committee/ sponsors):

Project Management:

  • Maintain a Project Charter, Project Management Plan, Risk Register, Change Requests, Direct and Manage project execution
  • Monitor and control project work
  • Perform change control
  • Ensure collaboration within the project team and with customers
  • Work with vendor(s) to configure and test software – including all related integration between systems
  • Follows the Fraser Health PMO processes
  • Call and chair project team meetings
  • Document all findings and recommendations in a central area accessible to all project stakeholders
  • Close project or phase

Vendor Management:

  • Work with vendors to ensure Fraser Health required functionality is documented and delivered
  • Monitor and adjust timelines to ensure timely delivery of tasks, functions and the project

Scope Management:

  • Work with project resources to collect requirements, define scope, WBS creation, verify and control scope.
  • Working with stakeholder groups to review, identify, clarify and prioritize business and technical requirements.
  • Definition of project goals and responsibilities including creation of a responsibility assignment matrix.

Time Management:

  • Define activities, sequence activities, estimation of resources and activity duration.
  • Develop and control schedule.

Cost Management:

  • Creation of a budget including but not exclusive to estimation and control of costs.
  • Tracking and regular reporting of budget status.

Human Resource Management:

  • Develop and manage project team.

Communications Management:

  • Identify stakeholders, plan, execute and distribute communications and other related project information.
  • Manage stakeholder’s expectations.
  • Reporting on performance, budget, schedule, meeting minutes, decisions, outcomes, risks and any other project reporting requirement.
  • Provide weekly project progress/status reporting to stakeholder groups and project.
  • Escalates to the project sponsors issues, and changes which are outside the PM authority (e.g. scope changes).

Risk Management:

  • Perform risk management, including but not inclusive to, risk planning, identification, risk analysis, risk responses.
  • Monitor and control risks.
  • Identify those areas where the technical teams may lack technical know-how, or resource constraints.
  • Identify relationships, connections and collaboration points between internal and external technical resources.

Key Deliverables

This Project Manager will direct and coordinate the efforts to implement the AlayaCare application and all modules identified within the scope of the project. The PM will manage the changes necessary for smooth functioning within the operational context. Liaising with the stakeholder departments as well as other intersecting projects and work streams, this Project Manager will:

  • direct the project scope definition;
  • collaborate on vendor procurement activities with procurement, including contract negotiation;
  • create required project groups (steering committees, project teams, working groups, etc);
  • direct the system rollout;
  • liaise with sponsors, contacts and other project teams both internal and external;
  • develop project charter using structured project methodologies;
  • define, manage and produce completed deliverables to project milestones;
  • management of risks, issues, schedule, budget and scope changes;
  • assist in change management components;
  • scheduled communications, of status reports and other project artifacts to stakeholders and sponsor including updates to project sites;
  • scheduled communications to groups including, but not limited to the Steering Committee, Project Management office, and other groups requiring regular updates;
  • direct and assist with process analysis, and solution design;
  • ensure internal and conformance based testing are in place including testing scripts and verification of testing results;
  • creation and approval of documentation including, but not limited to Security Threat Risk Assessments, Privacy Impact Assessments, Service Level Agreements, and other documentation as required;
  • Follow all PMO processes and requirements including but not limited to project charter, project status reports, RAID logs, financial reports and other required project artefacts, documents and processes;
  • final documentation and post implementation review.
