Our Burnaby area client is a leader in the support and provision of healthcare services to the British Columbia public.

The client is seeking a Senior Project Manager on a contract basis to support initiatives within the Technology Planning and Delivery team.

 

Project Description:

The Technology Planning and Delivery Infrastructure Program is looking for a Senior Project Manager & Business Case Writer (Enterprise Infrastructure). This combined role will focus on both the development of business cases for infrastructure projects and the overall management and delivery of IT infrastructure initiatives. The role will involve overseeing the business case development, project planning, coordination, and execution to ensure projects are completed on time, within budget, and at the required quality level.

Reporting to the Program Manager – Technology Planning and Delivery – the Senior Project Manager/Business Case Writer will be responsible for developing business cases, project charters, and managing projects through their full lifecycle. The ideal candidate will have a strong background in both business analysis and project management, and will be adept at managing multiple stakeholders, ensuring successful project delivery, and fostering collaboration across teams.

Projects include site remediation to enable, and refresh, a range of infrastructure components, provision of managed services, and changes to Network Switches, Load Balancers, Backup, SAN, Firewall, Remote Access, Voice Services and UPS infrastructure. This SOW requires a Senior Project Manager/Business Case Writer with relevant knowledge to deliver enterprise infrastructure refresh/implementation projects as well as other foundational Information Technology systems including cisco telephony and power and cooling.

 

Anticipated services include:

Responsibilities:

Business Case & Proposal Development:

  • Lead the creation and development of business cases for infrastructure projects, ensuring clear, compelling, and evidence-based rationales for investments
  • Write business cases and project charters, aligning them with project goals, objectives, and organizational priorities
  • Collaborate with technical, operations, and architecture teams to gather insights into both business cases and project plans
  • Ensure business case documentation is clear and accessible, translating complex technical concepts into clear, accessible language for senior leadership and decision-makers
  • Present proposals, strategy, and rationale to governance bodies and facilitate/support decision making by senior executive teams

Project Delivery & Management:

  • Oversee the planning, coordination, and delivery of infrastructure projects, ensuring on-time, on-budget, and quality completion
  • Manage project resources, risks, issues, and interdependencies, ensuring alignment with overall program goals
  • Lead governance processes, facilitating discussions and decisions at the Governance Committee level
  • Engage with stakeholders to ensure project milestones are met and project deliverables align with organizational goals

Vendor & Stakeholder Engagement:

  • Build strong relationships with key stakeholders, vendors, and external partners to ensure smooth project execution
  • Manage vendor relationships as needed to support both business case and project delivery
  • Advise project teams and stakeholders on the process, procedures, and content required within business cases, ensuring consistency and quality across projects

 

Financial & Risk Management:

  • Oversee procurement and financial tracking, ensuring alignment with budget and timeline constraints
  • Track and manage project risks and issues, providing regular reports to senior executives and governance bodies
  • Monitor changes in costs, scope, or timelines, addressing any variances and escalating issues as needed

 

In addition to the requirements noted below, the successful candidate will possess the following: 

  • Strong client focused, team-oriented communication skills with emphasis on building lasting, trusted partnerships through written and verbal communications with clients of Technology Planning and Delivery
  • Proven experience in writing business cases and project charters, with examples required for short-listed candidates
  • At least 5 years of direct experience in producing business cases, providing evidence-based rationale for technology investments
  • A level of education, training and experience equivalent to a degree in Project Management, Health Administration, Business Administration, Information Management or a related discipline.
  • Familiarity with Health Authority operations is required
  • Past project management experience within Clinical Organizations
  • A solid understanding of project management tools and methodologies, with a focus on delivering high-quality business case documents and effective project delivery
  • Experience facilitating and managing consultation processes with a wide range of stakeholder groups
  • Experienced in thoroughly integrating established change management and process improvement principles into own project management approaches
  • Experience coordinating and supporting changes and upgrades to LIVE mission critical systems
  • Proven analytical, organizational and problem-solving skills

Must Haves
  • Minimum 10 years of experience as a senior infrastructure project manager within an enterprise delivery organization, with at least 6 years as a senior business analyst defining requirements and developing business cases/proposals for project funding and implementation
  • Proven experience in writing business cases and project charters; shortlisted candidates will be required to submit written examples
  • Past project management experience within Clinical Organizations is an asset. Experience with Clinical Information Systems (CIS) and familiarity with Health Authority environments is preferred.

Skills & Abilities:

  • Strong business writing and communication skills are essential for developing business cases and project documentation that are clear, concise, and compelling
  • Demonstrated ability to handle sensitive and challenging situations with tact and diplomacy
  • Must be able to work independently with minimal supervision while managing multiple, complex projects, tight timelines, and matrix resources
  • Ability to work closely with senior management, executives, and technical leaders to ensure projects meet organizational goals
  • Proficiency in MS Office tools (Word, Excel, Visio, Project) and project management tools (e.g., Microsoft Project)
  • High attention to detail, ensuring consistency and quality in business cases and project documents

Certifications:

  • PMP, Prince2, or equivalent certifications required. ITIL certification is also acceptable as an alternative
  • A strong understanding of project management methodologies, frameworks, and business case development is essential

Relationship Management:

  • Strong relationship-building skills with both technical and non-technical stakeholders. Ability to challenge expert input constructively when necessary
  • Experience preparing business cases in partnership with finance, executive and clinical leadership, technical leads, and procurement teams to ensure alignment with organizational objectives
